GHS - Globally Harmonized System of Classification and Labelling of Chemicals

 

 

We have written a lot about REACH, which IS the large "revolution" in European chemical policy.

 

However, in the shadow of REACH another alteration of the European chemical regulation is on its way - GHS. GHS is an abbreviation of Globally Harmonized System of Classification and Labelling of Chemicals, and as the name says it is a global approach to classification and labelling of chemicals.

 

GHS alters classification and labelling

 

The GHS system has been drawn up by the UN and is a result of the large environmental conference in Rio in 1992. Here it was decided to start working on a worldwide uniform system for classification and labelling of chemicals with the purpose of making worldwide trade and handling of chemicals clearer and safer. In 2001 the first edition of this system was ready and since then more updates have been made and the present came in 2005.

 

When will GHS come into force?

 

Members of the UN have agreed that the system must be implemented in 2008, which did not happen, but they expect it to be implemented at the beginning of 2009.

 

The first area in which GHS has gained a footing is the transport area in which we actually already work with the GHS rules.

 

Now Europe must live up to its obligations towards the UN and implement the GHS system.

 

REACH and GHS

 

Substances must not later than 1 December 2010 be classified according to the rules in this new regulation whereas mixtures must be classified as of 1 June 2015. There is, however, a transitional period so both systems (the present classification system and GHS) can be used parallel until 2010 and 2015 respectively. The schedule for classification of substances thus follows the first REACH registration date of known substances (1 December 2010).

 

What is GHS and what will it mean for our day-to-day work?

 

It is relatively "simple" but quite comprehensive.

 

All chemical substances and products must be reassessed regarding their harmfulness

All safety data sheets must be altered

All labels must be altered

The general rules of GHS have now been determined and even though some details are still missing we offer seminars on this subject.

 

We are already working on adjusting Toxido to the future rules and at the end of 2009 we can offer to make labels and safety data sheets according to the new rules.
